Value Added Tax was introduced in Malta in 1995. However, the most important changes in VAT legislation took place during the last 20 years, since Malta became a Member State of the European Union.

Since then, Malta has had to ensure that the provisions of Council Directive 2006/112/EC (better known as the VAT Directive), are applied correctly by economic operators.

Unfortunately, in Malta there has been a lack of literature that provides a comprehensive discussion from a local perspective on the most common and important aspects of VAT legislation.

This book tries to fill such a gap, and is primarily intended to assist business operators, tax practitioners, and students in taxation who are keen to learn more about VAT legislation.

It not only provides an overview of different aspects of VAT legislation, but also invites the reader to continue to explore the topics discussed through references to official sources.

It also deals with concepts that may sometimes be considered challenging, e.g. the place of supply and establishment; single, composite and multiple supplies; chain transactions; disbursements, recharges, and other scenarios. There is also extensive information on how to apply exemptions, such as those relating to educational, medical, financial and insurance services.

The author, Joseph Sammut, has been working in the area of VAT for the last 22 years. He was Director Operations VAT and former Commissioner of VAT between 2002 and 2012. Between 2004 and 2022, he was actively involved in discussions in Brussels regarding changes in the VAT Directive and VAT Regulations. Since 2023, Joseph forms part of Forvis Mazars’ VAT Team in Malta.
